Job Title: Lifting Specialist

Level 3 expert lifting assistance in accordance with CR GR HSE 420


Mission context

Lifting authority for the major shutdown of a refinery in Antwerp, Belgium.


Assistance during the preparation phase (from May 1st to August 31st) for

approximately 4 to 6 weeks, spread over this period. We plan to visit the site at least

four times to meet with the organization and visit the site; other visits can be scheduled

as needed. Most of the work will be remote. Plan - 2 hours per day & 4 hours per day 6

weeks before September 15th.

During this time, we also have some critical lifting operations, such as the unloading

and transport of the reactor (scheduled for May 9) and the fractionator (currently

scheduled for June 30).

We will also use this period to validate the various lifting and

transport plans.

This work can also be partially carried out remotely.


During the execution phase (from September 15 to December 15), full-time on-site presence 6 days a week.



Objectives and deliverables:

Expression of need & Activities/deliverables:

• Check and validate lifting records according to CR-GR-HSE-420/GS-GR-HSE464 and local HSE lifting procedure specific to sites.


• Assist LBUs in drafting and implementing their local rules.


• Coordinate lifting operations and provide support to the TTE operating and EE teams


• Monitor and possibly prepare all lifting work and ensure that this work will be carried out in accordance with the requirements of internal procedures as well as specifications: Operating procedure, existing quality rules and in strict compliance with the lifting file.


• Check and approve lifting plans, slinging plans and operational methods.


• Ensure that all work is carried out in strict compliance with the requirements

specified in the work permit, and carry out regular field verification audits.


• If necessary, modify the lifting plans and operating procedures, bring together all

the people concerned, discuss and correct all the necessary documentation.


• Forward exceptional lifting files to the company's N4 if necessary


• Coordinate, assist and monitor companies in lifting operations


• Operational presence on site if necessary depending on the criticality of the lifting operations to monitor the lifting work, possibly correct, report to the hierarchical line and formulate improvement proposals with an immediate action plan.


• Assess the skills of those involved in lifting operations and carry out regular audits of lifting companies at the request of the Site or LSO.


• Ensure acceptance of lifting equipment prior to access to sites at the request of the site or LSO


• Work collaboratively with businesses to identify key risks, correct any unsafe activities through mitigation measures to achieve safe and smooth work on site.


• Inform the HSE coordinator and the site manager in the event of an HSE

deviation.


• Ensure that occupational health risks are identified.


• Participate in risk analyses


• Participate in incident/accident investigations


• Lead coaching sessions for PCOLs (competent person for level 1 and 2 lifting

operations) at the request of the site and LSO


• Actively participate in Webinar events 4 per year


• Report weekly, monthly and annually to the LSO lifting representative with the

number of lifts, the number of weights handled, the number of lifting procedures

by criticality, by type of equipment. The number of anomalies and the number of

accidents/incidents. REX
